SkillStaff, a Russian IT staffing provider, together with BCGroup, a Moscow-based research firm, has released a detailed study on the Russian IT outstaffing market. The report estimates the market volume at ₽265 billion in 2024, reflecting an 18% year-on-year increase. Continued double-digit growth is expected, with projections of 18% in 2025 and 17% in 2026.
The study, conducted between May and July 2024, surveyed 500 participants, including 400 client companies and 100 IT service providers. It found that nearly 25% of businesses plan to engage 20 to 50 IT specialists via outstaffing by 2025, while 10% aim to hire over 100.
Retail, fintech, and digital ecosystems are the top spenders, allocating 26%, 24%, and 21% of their IT budgets to outstaffing, respectively. Telecom companies spend significantly less, at just 8%.
The highest demand is for Android and 1C developers, with notable shortages in these areas. Senior-level professionals are especially sought after, with average hourly rates reaching ₽1827. Middle-grade specialists show the longest engagement periods, averaging over four years.
Outstaffing is increasingly used for new IT projects, import substitution, and feature development. Companies source talent through specialized IT firms, Telegram communities, and peer recommendations.
As regulatory and technological complexity grows, flexible staffing models like outstaffing are becoming essential for maintaining development speed and operational agility in Russia’s evolving digital landscape.
